I have the following simulink model. I have a simulink block that calculates a water requirement (double) and delivers it as an output, which is then passed on to a water tank (as a double) that delivers said requirement.
I would like the water tank to be a masked subsystem, which has dynamic parameters but I don't know how to make the calculated water requirement a variable that can be read by the masked block parameters dialog box.

It can be done but I can't understand your use case. The "water requirement" is calculated by some Simulink blocks and it is passed to the "water tank" (presumably by a signal line). Why do you still need to pass it to the "water tank" through a masked parameter?
A signal changes its value at every time step. A parameter changes its value much less often, most likely once for every simulation.
