How do I install a Support Package on a machine with no internet access?

I need to install a Support Package on a machine with no internet access. I have seen solutions involving running the Support Package installer on a machine with access and then transferring the files to the standalone machine. This solution will not work for me as I don't have a Matlab-licensed machine with internet access.
