how can i implement a binary integer programming model ?

hello All, i have no experience in Matlab, and this semester i had a course called Operation Research2 and the dr. asked us to do a programming for a paper !! and i really have no clue how to do it. i just want some instruction of how to implement these constraints and the objective function of the problem !! .. thank you in advance:). lina
