How can I add vector arrows to an image?

Dear all I want to add 2D vector arrows to an image that I have. I have pixel coordinates for the start and end points of the vector as well as the pixel coordinates on the image where I want the vector arrow to start from. How can I do that?? The image is of .tif format. Thank you in advance!!
