Polyspace Bug Finder and Polyspace Code Prover between R2013b and R2018b were MATLAB products, so they would be associated with a MATLAB license and installed with the MathWorks Product Installer.
In order to install Polyspace Bug Finder or Code Prover between these releases, you must have purchased them during this time period. If you have/had an Annual license, you would have needed to renew them since then. Releases prior to R2019a can no longer be purchased.
