https://physionet.org/content/mitdb/1.0.0/ is the current database location, but it is not .dat format.
Is there a particular reason you need the data converted to a different format? What is the name of the format you need it to conform to?

Physiobank has become something of a moving target of late. The PhysioBank ATM site offers the possibility of several download options, including MATLAB .mat files. I just now checked this and it’s active.
