Why does the output on my scope not appear to be accurate?

I have two signals that are being tested logically. The scope showing the output signal does not change at the same time that the scopes on the input signals indicate that it should.

Simulink scopes interpolate data between simulation timesteps for graphical purposes. It may, therefore, appear that Simulink is performing calculations incorrectly.
The only 'true' values are those exactly at these timesteps, and the results of logical or mathematical operations should be correct at those points.
