Identifying a specific location from a Satellite image

Dear Team,
I would like to start my work with your guidance. I request you to kindly guide me with your views in going with the work.
My work involves satellite images taken over a period of time as database images.My query image is an image of a specific area. My task is to initially search the query image in the database images and find the similarities and the dissimilarities in that specific area.
To be more clear, when the query image is a map of california taken on 2013, and the database image is a satellite image taken on 2012, the search has to initially
1. Identify the location of california and draw a bounding box on the area of california in the database image.
2. Segment the area inside bounding box and display the similar and dissimilar images. (similar images - buildings and other objects that exist in both image. dissimilar images - the new changes in query image(like new buildings, new roads, objects arised after 2012( objects missing in database image)).
Could you guide me how to go about with the approach? I would be grateful if you could suggest any reference papers?
