MS Access 2007 Database - Provider Not Found Error

I'm having trouble connecting to an Access Database.
Using "PROVIDER = Microsoft.ACE.OLEDB.12.0;" returns a "Provider cannot be found." error when invoking the Open command.
I have freshly reinstalled MDAC (32-bit), and I don't have any trouble using Access 2007 on the target machine. The machine is a Win7 Enterprise SP1 and I'm using MatLab R2012b.
I can only theorize that some library of component is missing, but I don't know what it could be.
Advice would be appreciated.

Are you running MATLAB in 32 bit or 64 bit mode ?

I'm not sure. 64-bit OS and processors, but I'm not sure how to check the bit mode I'm running in.
Does
computer
at the command prompt report 'PCWIN' or 'PCWIN64' ?

PCWIN64. So I'm running in 64-bit mode. Can I switch over to 32-bit mode, or do I need to have the 64-bit MDAC installed?
You can also install 32 bit MATLAB and run that (on the same system. no additional license needed)
