Convert Cell to Number for Plotting

I have 2 cell arrays of data that I'm trying to convert to a numerical value and plot. The cell array output is:

a = '1'
    '2'
    '3'

b = '1'
    '2'
    '3'

plot(a,b)

I have tried cell2mat but I received an error.
