How to calculate the number of occurrences per hour with respect to specific data value

May someoen help me ...

I have two difrenty data sets consistes of time values (YYYY/MM/DD/HH/MM). I want to computed the per hour events (from 72 hours starting from the time value of firts data set) in data set B.

The data set A consists of only 51 values and data_set B conists of 85000 values. We have to take first value of data set A and computed the per hours values on data set B for 72 hours strating from the firts valeu of data set A.
