how to remove the black spot in many white circles in binary images

My binary image have many black areas in white circular shape. How should I solve it? I try to use imfill and activecontour function but it doesn't work for my case. Because it turns to almost white image.

If you remove those black spots/ pixles then everything convets to white.....that's right. What do you expect?

I mean black spots inside the circle not outside the circle. The black areas outside the circle are still needed
