offset computation with hall sensor

This is an example model in matlab 2020a to calculate the offset of the hall sensors ,I am unable to understand the condition &GpioDataRegs.GPADAT.all is operated with bitwise (and) on 0x7000000 and the arithmetic shifter. can anyone explain me the purpose right from gpiodata regs to the arithmetic shifter.
