Asses time period for representative correlation

Hello,

I have a single 3 colum array where the colums are as such:

Column 1: Time

Column 2: Rate of Change (varying values in a occilatory fasion)

Column 3: Increasing value

For this I need to asses the time period required to have a correlation between the rate of change and the increasing value. ex: how much time does it take for the rate of change to correlate to its corresponding values in the 3rd column (increasing value).

I was wondering if there was any matlab program that could do this effectively.
