Make the people wear large barcodes (or perhaps QR codes) on all sides?
Inject radio trackers into the people?

Paint the people all different colors?
What is wrong with making all the authorized people get big tattoos of QR codes to identify them?

I suggest you ask your supervisor for a project where you develop methods to trace cancer-cells or something similar.

There is a problem with biometric analysis in general:
- if your algorithm does not work well then it probably is not worth using
- if your algorithm does work well, then it WILL be exploited as a tool of repression. There are documented active alliances between some universities and police to hand over student code for military/intelligence purposes, and there are documented cases where the military/intelligence simply infiltrates the university system and steals these kinds of programs.
If you do not want to be part of a continuum of tracking that records the individual movement of as many people as possible for 75+ years, then you should not engage in this project.
If you do want to be part of that kind of tracking then I would not want to be of any assistance to it.
