how to introduce delay in matlab code

I need to add two variables x and y. I will be getting the value of y after 4 seconds. how to mention it in matlab code? Is there any option to mention it in code or i should use simulink only. If we use simulink, whats the procedure for it, because initially i am getting the error as use discrete states alone.
