Embedded Function Blocks and Target C2000

Are Embedded Function Blocks supported for TI DSP F2808 or F28335 as a Target for Matlab RTW ?

In general, Embedded MATLAB blocks are supported for code generation (unless you are calling functions that cannot generate code, using the eml.extrinsic directive). Therefore, you should also be able to generate code for any target from these blocks.
