Why Matlab2017b do not recognize Microsoft visual studio 2015 as compiler?

When I try to run the code command mex -setup, despite I have Microsoft visual studio 2015 it can not find it.

You need the visual studio 2015 professional edition according to the supported compiler list for R2017b.
