How to Lock the position of annotation with respect to axes?

i would like to lock the position of annotation w.r.t axes such that annotation will increase/decrease in size automatically when it is enlarged or shortened manually? Like jpg figure.

If you are referring to an annotation() object then the coordinates are always figure coordinates. However there is a file exchange contribution https://www.mathworks.com/matlabcentral/fileexchange/63760-annotate
