plot India map at the background

I have plotted wind direction with the help of quiver command. How do put India boundaries at the background. I have tried with the help of m_map, but it doesn't work.

Download shape file of India from this link: https://www.statsilk.com/maps/download-free-shapefile-maps. Read the shape file using shaperead and then plot using plot. You need to read about shaperead.
