Joint Actuator Question

I have a simulink model of a mechanical system with joint actuators. If I provide a constant input to a revolute joint, it moves to the desired position immediately irrespective of the value of velocity (deg/sec) I provide. My understanding was that the velocity input should allow it to move at the given velocity. What am I doing wrong?

Are you activating in Force or motion? If this is in motion, the following might help:

I've tried both. I think if I could create a ramp signal from a constant input, that would do the trick. R2012 has a constant ramp block but R2010 apparently doesn't. Any suggestions?
