Parameter MAX in mlm.opt file doesn't work

We have a problem with the mlm.opt file. I try to use the MAX parameter to restrict the number of concurrent matlab instances running but it doesnt work. We use a network license. On our license server there is a license.dat and a mlm.opt file.
License.dat:
SERVER myserver INTERNET=xxx.yyy.zzz.aaa 27000
DAEMON MLM "C:\Program Files\MATLAB\R2012a\etc\win64\mlm.exe" options="C:\Program Files\MATLAB\R2012a\etc\mlm.opt"

MLM.opt:
MAX 5 MATLAB INTERNET
We have actual 10 concurrent licenses for matlab and also some toolboxes. The MAX parameter settings <10 (e.g. number of 5 licenses) will be ignored. Only more then 10 can`t start Matlab because of error "no license available", which is correct. Is somewhere a typo? I double checked the syntax but i haven't find one. How can I start a debug log to see if the mlm File will be loaded and the "MAX" parameter is used?
mlm.opt file is in the correct path.

Matlab Versions: 2017a and older
