is it possible to change the input to the bais of a neural network?

I have recently found out that through functions like getwb and setwb we can extract and also set to a new network the weights of biases and nodes of the network.So I want to ask is it possible to change the input value to the bias suchas 0.1 2 or 0.9 instead of 1? Is it possible using matlab?
