Balanced Incomplete Blocks Design BIBD's in MATLAB

I have been using R for creating a Balanced Incomplete Blocks (BIB) design which roughly looks like the following
library(agricolae)
trt<-c("1","2","3","4","5","6","7")
k<-3
design.bib(trt,k,seed=1235)
I wonder if I can create a similar matrix using MATLAB with similar arrangement
[,1] [,2] [,3]
[1,] "5" "6" "3"
[2,] "7" "3" "4"
[3,] "7" "5" "1"
[4,] "2" "5" "4"
[5,] "2" "1" "3"
[6,] "2" "7" "6"
[7,] "1" "4" "6"
Nonetheless, I found a paper on an algorithm for constructing symmetric ((r+1)v,kr,kλ)BIBDs which might work, but I was wondering if there is any other way around to this problem.
