Unable to load DLL mclmcrrt78.dll

I am using a dot net application and matlab for the project Online Signature Verification . This is the link from where i found the source Code .But when i run this i get the error as Unable to load DLL mclmcrrt78.dll.I am using VS 2012 and matlab 2013a version.Can anyone help me out regarding this.
