error 39 from version 2015b only

I'm starting to see errors from users with MATLAB version 2015b. Users get an Error 39 even though the IP address of their Windows machine is in the INCLUDE list. I have one user who is able to run version 2012b but not 2015b from the same machine.

I have updated the MLM and FLEXlm daemons to v11.13.1.2

These users may have more than one network connection configured.
