changing default zoom amount from scroll wheel

Documentation states that with zoom enabled, either clicking or scrolling the mouse wheel causes a zoom by factor of 2. My application needs much finer control than 2X zoom. Ideally would be maybe something more like 0.2. Is there any way to change the default interactive click zoom or scroll zoom factor?
