You've got to call the function with arguments. (You cannot run it merely by hitting the green arrow or F5.)
In this case the function is geneticalgortihm and the arguments are whatever values of birincifaz and ikincifaz you want the function to operate on.
So you might say this on the MATLAB command-line or in an m-file:

Running a function with the green arrow runs it with no inputs, so unless it is a function that can run with no inputs (which this one is not - it requires two inputs), you will get the "Not enough input arguments" error.

If you move your code to a live script, you can use the Refactor tool to automatically turn the selected code into a function. See here and here.
If you are using R2021b or newer, refactoring is available in the editor as well (.m files)
