Convert classical image into quantum image

https://qiskit.org/textbook/ch-applications/image-processing-frqi-neqr.html appears to have Python code that you might be able to use from MATLAB.

The authors at http://www.researchinventy.com/papers/v9i10/F09103640.pdf appear to have used MATLAB; perhaps they might be willing to make their code available; also https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5451419/ used MATLAB.
