what is HttpSendRequest failed 12002 ?

While trying to package simple two functions in order to integrate it into c++ code, I have followed the following link: http://www.mathworks.com/videos/integrating-matlab-algorithms-in-c-or-c-applications-86431.html After creating the "MyAppInstaller_web.exe", I tried to install this app, yet the following error has occured: "HttpSendRequest failed: 12002"

Why I get that? - any help is much appreciated.

I also have this problem sometimes. I only encounter this problem when behind a proxy server (though not alwas). The easy workaround for me is thus switch to a network without proxy server. Very annoying, as I don't want my users to have to deal with these kind of issues
