estimate the betta parameter for scale invariance of zernike moments

Hi,
To achieve scale invariance of Zernike moments, we have to normalize the image using a parameter alpha like it is explained in this link: http://homepages.inf.ed.ac.uk/rbf/CVonline/LOCAL_COPIES/SHUTLER/node1.html
How can I estimate this parameter?
