How to publish figures to pdf so they are not on new pages?

I'm publishing code and figures to PDF, but every figure gets bumped to the top of a new page, even if there was plenty of room for it on the previous page.

How can I get the publish feature to not put figures on a new page?

A secondary solution is to register the m-file as word document, then you can manipulate the spacing problem, next you can save the file as pdf.
