MATLAB Data API Row Major Support

This contribution contains a C++ header file to be used with the MATLAB Data API. It provides support for working with row major data.

This contribution contains a C++ header file that is to be used with the documented C++ MATLAB Data API. It provides C++ APIs to allow developers to create MATLAB Data Arrays with existing data that is in row major order. It also provides APIs to iterate through the data in a MATLAB Data Array in row major order or column major order regardless of the memory layout of the array.
