In my ongoing quest to highlight obscure parts of MATLAB, the latest challenge is to take 2 string inputs, one a MATLAB toolbox name and the other a toolbox version number, and output true or false depending on whether the Cody system has an OLDER version of the toolbox.

The troublesome test case has been commented out and prior attempts re-scored.
The test suite doesn't make sense
The test suite has been updated again simply to make it solvable. Given that any added test cases with future/newer versions of MATLAB will eventually be outdated and the problem creator has not updated this problem, no new cases have been added as the problem would eventually break again.
