Unable to get polarbubblechart to show all equal diameter bubbles

I am unable to get "polarbubblechart" to have 3 bubbles all have the same correct size.
All the same size are always are big and unusable. If any one is different the plot is unusable. I need to have all bubbles the same size and controllable. See code below.
What am I missing?

In the test here, and in testing on my MacOS Intel, all of the bubbles come out the same size, close to 15mm. It is not obvious that they are unusably big.

By the way: the SizeData is relative not absolute. The actual sizes used is determined by a linear mapping of the relative sizes, to the size specified by bubblesize which defaults to [3 50] points
