Can not run Matlab, uninstall, or reinstall on windows. Error in description.

The following 2 files do not seem to be on my system. libmwpf.dll and mvm_protobuf.dll
For an official response, please contact support.
If I were in your shoes, my next step would be to try a clean install: https://www.mathworks.com/matlabcentral/answers/131519-how-do-i-perform-a-clean-installation-of-matlab
Since the uninstaller doesn't appear to be working, this answer may also be helpful.
Yes, but what did tech support say when you called them?
Tech support reached out after I had a solution. I manually removed MATLAB from my computer. I then renamed the install directory for the dlls that I could not remove and rebooted the computer. Then I deleted the renamed folder. This was necessary because of orphanied MATLAB processes that were running in the background which was the root cause of the issue I believe. I then did a fresh install of MATLAB and everything worked.
