It would be uncommon for a university-provided MATLAB to not have Simulink -- unless, that is, you are taking a MOOC (Massively Open Online Course)

If it is an Academic license, then you would only be able to add Simulink if you are faculty or staff.

If it is a Student license, then it would not have been provided by the University, but would allow you to purchase Simulink.

If you go to Add-On Explorer and search for Simulink and click on the product, then does it offer to allow you to purchase the product?
