SIGMA is of size 1-by-4, and the loop goes from 1 to length(SIGMA) (which is 4), so what else would you expect?
SIGMA = 0:0.05:0.15 % 1-by-4
for j = 1:length(SIGMA) % 1:4
disp(j)
end
