1. Why can I no longer add a title to a legend in R2014b? It appears the only way to add a title is to manually add a text box. This is awful.
2. Why can I not re-size the legend in R2014b using the mouse? It appears that I can select the legend object and I can move it around with the mouse but I cannot grab the corner of the legend to re-size with the mouse. This is also awful.

Hi John,
regarding the second question: if you click on the arrow next to the printer icon you get into the edit mode. Then you can resize (again?).

No. If I click on the arrow icon and then select the legend the "cross arrows" icon shows up which will allow me to move the legend around in the figure. But as soon as I move the mouse the cross arrows disappear and no re-size arrow shows up when I hover the mouse over the top of the little corner box of the legend.

The addition of a title to a legend in the past was a by product of the legend being built on a axes. It was not a deliberate design feature of legends.
In 2014b the legends have been redesigned and this "feature" is no longer available...
edit: I have uploaded a submission to the FEX which you can use in both HG1 and HG2 to set titles on legends.

I just saw that you had answered this particular question previously so my apologies for the repeat. The answer makes sense but it is a shame that the Mathworks re-designed legend without considering what "properties" would be expected by users.
