Trying to create a surface map of non-concentric circles

I'm trying to look for suggestions on how to do this plot of some data that I have. I don't have any one particular issue, but am just curious as the best approach to do something like this. I'm thinking that maybe I should use Matlab? Maybe Python?
So I have data for a set of 3 non-concentric circles (i.e three circles fully inside each other, but the geometrical center of each circle isn't equal for each circle). The data I have is the distance from a point on the edge of each circle to the next circle in a clock pattern. As in at the 12 o'clock position of the circles I know the distance between that 12 o'clock position on the inner most circle, and the distance between the middle circle to the outer circle.
Oh, the outer circle also has a different depth than the two central circles, so if theres exists a way to make a 3d surface map of sorts that can show this depth? I have data for that too of how much each part of the outer circle is deeper than the middle circle.
Any thoughts on how to make a surface map of sorts of this?
