Why do I receive a "No license available" message when starting Polyspace Bug Finder or Code Prover?

When I attempt to launch Polyspace Bug Finder or Code Prover from $MATLAB/polyspace/bin or from a shortcut I receive an error:
ERROR: No license available
Please contact your Sales Representative or for troubleshooting contact the MathWorks support team at https://www.mathworks.com/support.html

This error message will appear if MATLAB is unable to start.  In order to launch Polyspace Bug Finder or Code Prover in an interactive session, you need to have a valid license for MATLAB and MATLAB needs to be able to start.  
If MATLAB is experiencing any startup issues you will be presented with the above error. You may be able to resolve this error by attempting to launch MATLAB, which will show you the underlying license error which is affecting MATLAB, and troubleshooting that error.
